If it is a poker forum then you want to get involved in affiliate programs, if it is general merchandise then you need to get your banner on other people's sites. Go to site that you "think" may be interested even though they are not related and offer them an affiliate promotion.
Also go to sites that are "similar" and offer to trade banners. The more sites showing your banner the more chance of attracting people.
